It means that I can't buy anything, which is truly bad news for me. eBay has a tremendous neccessary things that just hardly found here, i.e. phone/electronic parts, camera acc, and so on.
I have contacted eBay customer support 4 times or so, all replied by different people, but nothing happened. They didn't find how to resolve this. They simply just reported this problem to eBay US, since this is a database related problem with eBay or PayPal.
Humm ... then I google this error code. Well, pretty much people out there in the same boat at around the same time my problem arose.
The error code is a PAYPAL Code, not eBay error code.

It means that I haven't write the STATE in the field of my shipping address.
Since I live in Indonesia, I don't think it is needed.
What when wrong here is that my CONFIRMED PayPal Address, DON'T HAVE a STATE information written. So, as long as I use my confirmed PayPal address, this problem arises.
Then I try to edit the address, and put some text in the STATE field.
VIOLA ... I can make a purchase again on eBay.
